Radio call from yacht. Rudder fouled on rope – unable to move. 200 yards outside marina. NCI asked yacht to standby on Ch 65. Contacted HMCG to report. CG to contact yacht on Ch 67. NCI asked yacht to go to Ch 67. Exmouth ILB launched. ILB reached yacht just as it freed rope from rudder. ILB stood down.
